  • Revolution Bike Park:
    • Tim Foster talked about plans for improving facilities and future events.
      • He welcomed suggestions and comments.
      • Pre-planning had been put in place for toilet and shower block which would be phase 1.
      • New shop, catering facilities and office would be plase 2.
      • If there was a drive to provide a wider range of goods as a facility for the village, this could be considered.
    • Bryn requested that all signage should be bilingual.
      • Tim said all future signs would be bilingual but it would be too expensive to change existing signs.
      • A Welsh language policy is now in place.
    • Bike park is diversifying from just downhill cycling.
    • Events:
      • Lessons have been learnt from previous events, particularly with management of parking.
      • Two race events are planned for 2018.
      • One would include an exhibition competition at a new, world renowned course at the top of the mountain.
      • Highways and police are notified of events, but no impact on the road is envisaged.

Minutes - Extraordinary meeting re planning application at Cymdwygo:

  • Matters arising:
    • Car Park:
      • Letter received from Mrs M McKenzie in response to complaint of poultry fouling car park.
      • Clerk to reply thanking her for her maintenance of the car park but requesting she keeps the poultry in the field to avoid complaints from the public.

  • Defibrillator:
    • Council needs to ensure annual checks are made and the equipment serviced.
    • Linda Foster agreed to see to this.

  • Llywela Lewis bill:
    • Approved for payment.
    • Agreed to raise hourly rate to £8.50.
    • Future payments do not need to be discussed at meeting.

  • Precept 2018/19:
    • Alan Young proposed a separate meeting to discuss all financial matters and plan a budget.
    • Agreed to hold an extra meeting on December 19th.
    • Linda Foster will analyse accounts for the previous 3 years and prepare circulate a spreadsheet prior to the meeting.

  • Llangynog Community Website:
    • John Wilson submitted a bill for annual costs of £68.19.
    • Accepted for payment.

  • Footpaths at Melangell Church:
    • Church has agreed the need to widen the paths to allow disabled access.
    • Clerk to seek clarification over payment.

  • Dol Hendre bench:
    • Needs painting.
    • Hywel Jones to be asked to do this.

  • Public toilets:
    • No further grants available from Powys.
    • Hot water has now been switched off.
    • Electrician is dealing with the problem with external lights.

  • Parliamentary constitiency boundaries:
    • Revised proposals have been published.
    • All comments to be submitted by 11th December.

  • External audit fee:
    • Bill for £225 passed for payment.

  • Community Interest Co-operative (CIC):
    • Islwyn & Alan had attended meeting.
    • N Montgomery group is the first in Wales and in line to receive £5K grant from the Welsh Assembly to set up cluster.
    • Agreed Llangynog should join, option to leave after 1 year.
    • Next meeting December 5th.

  • Electricity in toilets:
    • Alan has researched this and found bills have been estimated since 2003.
    • The system is Economy Seven which requires 3 separate readings, for day, night and total.
    • Recent readings taken by the company's employees have not done this.
    • The call centre in S Africa had been extremely co-operative in sorting the problem and the Council is now £224 in credit.
    • The advantageous rates negotiated by Islwyn will remain.
    • Alan will check future readings.

  • Community Speedwatch:
    • Linda has submitted an article to the Chronicle and a copy is on the Village notice board asking for volunteers.
    • Councillors will meet with PCSO James Prosser on the car park to discuss this further.

  • Local Development Plan:
    • Alan disseminated information from Powys web site regarding planning requirements for Llangynog.

  • Planning application for two storey extension to Tyn y Coed:
    • There were no objections.

  • Mast at Revolution Bike Park:
    • The Home Office has applied for planning for a 20 metre mast on Bike Park land.
    • This will provide ceverage for emergency services.
    • If permission is not granted they will build a 15 metre mast which does not require planning permission but will not give such good coverage.
