Community Council Meeting

Annual General Meeting 20th May:

Due to the absence of County Councillor Mayor on Cabinet business in Cardiff, the Election of Officers for 2014/15 was conducted by the Retiring Chairman, Councillor Foster.

As the current Vice-Chairman, Councillor Gwynoro Roberts, had recently undergone major surgery and had notified the Clerk that his recuperation would prevent him from attending meetings for some time, Councillor Gwilym Tibbot was elected Chairman and Councillor John Jones was elected Vice-Chairman by those present.

The retiring Chairman thanked those present for their participation and support throughout his year of office and in turn was thanked for his work on behalf of the Community.

Casual Vacancy for Community Councillor: The Clerk outlined the procedure to be followed due to the resignation of Community Councillor Foster with effect from 20th May 2014. A statutory notice of a casual vacancy under the Local Government Act 1972 (Section 87(2) would be displayed on the Public Noticeboard and on the Community Website for the requisite period of time (14 working days) until 10 June 2014, after which date, if no election has been requested, the co-option process would be initiated and applications from interested parties would be sought.

Matters Arising from Previous Meeting:

Outstanding Roadworks: The potholes in Dol Hendre and the blocked gulley in Berwyn Street have been reported to the Highways Department and they have advised that a detailed survey will be carried out in the next few weeks.

Tender for Grass Cutting – Playing Field -Season 2014: A tender has been received and accepted.

Llanfyllin Ambulance Support: County Councillor Mayor has advised that he has arranged a meeting with a representative from the Welsh Ambulance Service to be held in Penybontfawr on 27th May, at 7.30pm, to which representatives from all the local Town and Community Councils have been invited to attend, to air their concerns about the proposed move of the ambulance station to Welshpool.

Temporary Closure of Post Office: As there had still been no further information from the Post Office Customer Relations Department the Llangynog Post Office will remain temporarily closed, until such time as a replacement for the sub-postmaster is found. The nearest Post Office will be Siop Erianfa in Penybontfawr or Llanrhaeadr.

Repair of Path in St Melangell’s Churchyard: A site meeting was held on Friday 25th April at 5pm, attended by Councillors Tibbot, Foster and the Clerk. Following inspection of the path, it was considered to be in need of repair in several areas, widening by cutting back the grass which was encroaching and the construction of a ramp at the entrance to the Church to facilitate access for wheelchairs, etc. was essential. The Rev Lynette Norman attended the meeting on 20th May to advise that the next step would be to ask the Diocesan Area Committee to carry out a full survey and assessment, after which an estimate of cost could be arrived at. This would be shared by the PCC and Community Council.

Dog Fouling in St Melangell’s Churchyard: The Grass Cutting Contractor had reported an improvement in the situation regarding dog fouling in the St Melangell’s Churchyard. A sign has been displayed at the lytch gate for the attention of visitors with dogs. It was resolved to continue to monitor the situation closely.

Any Other Business:

National Eisteddfod 2015 Proclamation: Notification had been received inviting attendance at the Proclamation Ceremony for the 2015 National Eisteddfod (Mathrafal, Meifod) which will be held in Newtown Park at 1.30pm on Saturday 5th July 2014.

Mountain Bike Race at Rhydyfelin: Pearce Cycles of Ludlow have notified the Community Council of their intention to hold a Mountain Bike Race at Rhydyfelin on 14/15th June 2014 and their appreciation of the co-operation received from the Community during previous races.

Pensioners Annual Outing: In response to a request from the Entertainments Committee for financial assistance with the cost of this year’s outing to Liverpool on 24th June, it was resolved to donate £150.

Subsidence on the Cwm Rhiwarth Road: Concerns were raised about subsidence on the Cwm Rhiwarth Road and the Highways Department would be requested to include this in their planned assessment of problems in our area.

Date of Next Meeting: The next Community Council meeting will be held on Tuesday 17th June 2014 at 7.30pm.
