Items of Note from Community Council Meeting 18th June 2013:

Matters Arising:

Damage to Quarry Road and Pennant Road: Councillor Foster reported that a site meeting was held on 29th May, with the Portfolio holder for Highways and Highways Operations Manager, Powys County Council, Representatives of Tilhill Forestry and 3 members of the Community Council. Following inspection of all the areas causing concern, it was agreed that Tilhill Forestry would increase the width of the entrance/exit to the access road to their forest to allow lorries to turn in and out, without causing damage to the verge and hedgeline opposite. They also agreed to fund/undertake works to the areas damaged off the carriageway by the HGV over-run. The Highways Operations Manager advised that the necessary remedial action for the other areas along the route would be incorporated into the Planned Repair Programme for the Pennant Road, which is scheduled to be carried out during the Summer months. He undertook to write to the Community Council to confirm the details.

Yew Trees in St Melangell's Churchyard: A copy of the Tree Preservation Order has been received from Powys County Council, which outlines the conditions that apply to any future maintenance of these trees. The Clerk advised that she had written to Mr Freeman-Attwood to inform him of the Community Council’s decision re proceeding with the grant application.

Public Footpath from Wern Goch to Quarry: Mark Chapman, the Footpaths Officer at Powys CC, has referred the matter of fallen branches on this path to the owners (Revolution Bike Park) of the land adjoining the path, as it is their responsibility to clear them.

Return of Electronic Speed Sign: The Area Traffic Operations Manager had responded to our request by advising that, as several of the electronic speed signs were at present in for repair, he was not able to forecast when one might be returned to Llangynog and suggested that concerns about speeding should be referred to the Police. He also advised that the replacement signs for School Lane junction have been designed, ordered and should be in place shortly.

Any Other Business:

Local Flood Management Strategy: Powys County Council are consulting on their future strategy for Flood Management. Copies of the Consultation Document are available at all local libraries, as are copies of the questionnaire. It can also be viewed and completed on line at http://www.powys.gov.uk and follow the links. The closing date for consultation is 11th July 2013.

Commission on Public Service Governance and Delivery: This Commission was established in April 2013 by the Welsh Assembly Government to look hard, honestly and objectively at the way Public Services are governed and delivered in Wales and how they may be improved. This covers all Public Services: Local Government, Health, Emergency Services and Cultural, Heritage and Environmental Services. They would like to offer the people of Wales the chance to have their say on Public Services so you are invited to answer the questions and submit your views via the online survey at the following link: http://www.wales.gov.uk/publicservicecommission by 31st August 2013. They will also be holding Drop In Sessions, where people can speak to the Commission face-to-face.

Community Website: One of the conditions attached to the Heritage Lottery, Grant requires recipients to establish a Community Website, so the Secretary of the Hall Committee, has approached the Community Council with this in mind. It was resolved to ask the Secretary to attend the next Community Council meeting on 16th July, so that she can explain in detail what this entails.

New Black Refuse Bags: Complaints have been received about the poor quality of the new black refuse bags, which have been splitting and tearing open, causing spillage of their contents. This should be notified to Powys CC.
